TELUS Living

Mill Woods

TELUS and Colliers are exploring the redevelopment of the property at 2920 66 Street NW for residential use. Nearby residents, businesses and community members are invited to learn more and share feedback before a rezoning application is submitted to the City of Edmonton.

About the proposal

The project will pursue a subdivision and rezoning process to allow public utility and residential uses. The proposed redevelopment would add housing in an established neighbourhood close to transit and local services, providing more options for people who live or work in southeast Edmonton.

The project is in the early stages of planning. Community feedback will be reviewed and may inform refinements before the rezoning application is submitted. A summary of the feedback and the project team’s responses will be provided to the City of Edmonton.

Why this site

Since 2000, TELUS has invested $65 billion in technology and operations across Alberta to improve connectivity and support economic growth. In Edmonton, this investment has helped TELUS replace its copper network with TELUS PureFibre. PureFibre uses up to 85 per cent less energy than copper and is better able to withstand extreme weather. The transition has reduced greenhouse gas emissions in Edmonton by more than 7,400 tonnes. This newer technology has also changed how much land TELUS needs to operate its network.

Why this site cont.

As TELUS modernizes its network, the company is finding new uses for older telecommunications properties. One of these uses is purpose-built rental housing, which means homes designed and managed specifically for renters. The property at 2920 66 Street NW fits this strategy. It is close to transit and to places where people work or access everyday services. Redevelopment could add rental homes to an established neighbourhood where public infrastructure is already in place.

Planning process

The project is currently in the early stages of planning. Before submitting a rezoning application, TELUS is seeking local knowledge and feedback from nearby residents, businesses and community members.

For this engagement, the public’s role is to Advise. This means participants can share feedback and perspectives for the project team to consider as planning continues.

Following engagement, TELUS will review the feedback and refine the proposal where appropriate. A summary of the feedback, including the project team’s responses, will be submitted to the City of Edmonton with the rezoning application. The application will then proceed through the City’s review process before City Council makes a decision at a public hearing.

Frequently asked questions

TELUS is proposing the redevelopment of the existing TELUS property at 2920 66 Street NW with a six-storey residential building, subject to City review and approval.

The project is currently in the early stages of planning and will require a rezoning application before redevelopment can proceed.

The property is an existing TELUS site located within an established area of Edmonton that is well connected to transit, community amenities and services.

Redeveloping an existing developed property provides an opportunity to introduce residential uses while making use of existing infrastructure.

Parking requirements will be evaluated as part of the project design and reviewed through the City’s rezoning process. The project currently contemplates providing parking in an underground parkade.

More information will be shared as planning progresses.

Traffic and transportation are important considerations during the planning process. A Transportation Impact Assessment (TIA) will be completed as part of the rezoning application.

A TIA is a technical study that evaluates how the proposed development may affect the surrounding transportation network and identifies any improvements or mitigation measures that may be required.

The City of Edmonton will review the TIA as part of its assessment of the rezoning application.

The project is currently in the planning stage, and construction has not been approved or scheduled.

If the project receives the necessary approvals, construction activities would be required to comply with applicable City requirements and regulations.

As the project design develops, site planning and landscaping will consider the surrounding neighbourhood and applicable City policies and design requirements.

We welcome your questions and feedback throughout the engagement period. Reach out to Jane Geller, Engagement Specialist, at jgeller@bastudios.ca

For this engagement, the public’s role is to Advise, as defined by the City of Edmonton’s Public Engagement Spectrum.

The project team will review the feedback and consider it alongside technical requirements, City policies and project objectives. Where appropriate, feedback may inform refinements before the rezoning application is submitted.

A summary of the feedback and the project team’s responses will be provided to the City as part of the application. City Council will make the final decision following the City’s review and a public hearing.

This reflects the City’s description of Advise while clearly separating TELUS’s pre-application engagement from the City’s formal review. The City describes feedback on proposed rezonings as informing its analysis, discussions with the applicant and the information provided to Council. City of Edmonton rezoning engagement example

Following the engagement period, the project team will review all feedback received as planning continues.

A rezoning application will then be submitted to the City of Edmonton, where it will undergo the City’s public review and decision-making process.
